US domestic ACA (Affordable Care Act / Obamcare ) enrollmet period is closed until November 15, 2019. Plans will start January 1, 2020. There are Short term plans availalable until December 31 if you don't want a gap in cover!
International health plans provide cover worldwide including home country. Outside of USA there is no network and one can go to any doctor or hospital. In USA different carriers use different networks which can decrease or waive your co-insurance. Your insurer’s Customer Service Dept. can look up who is in network in your area, or you can call your doctor and ask them which networks they are in. If you present your card in network, the medical facility should bill the insurer directly. You will then be invoiced for deductible or any co-insurance.
